and Guidelines for Coaches

Season
In 1965, five men and women, headed by Joe
Belluzzo (known as the Father of Santa Rosa Soccer) organized so they could
provide the necessary soccer skills and game opportunities for school age girls
and boys. This program became known as the Sonoma County Youth Soccer
League for 10 to 12-year-olds. As time went by, it was difficult for the
parents to transport the children to various games that were played in the

and today approximately 4000 boys and girls between the ages of 4 and 18 are

to the volunteer coaches as well as the player “buddies”. The TopSoccer program teaches independence,

The Santa Rosa Youth Soccer League (SRYSL) is part of a national
soccer organization. United States
Youth Soccer (USYS) has member organizations representing most states.
SRYSL is divided into clubs for administrative purposes. There are six geographically defined clubs which form developmental and recreational teams from resident players. A seventh club, the United Club, forms competitive level select teams drawing on players from all of SRYSL.

The league forms teams that provide four distinct levels of play, following the guidelines of CYSA. These levels of play are competitive (Division 1 or ‘A’), developmental (Division 3 or ‘B’), recreational (Division 4 or ‘C’) and TOPSoccer (Division 5 - players with special needs).
The most competitive level teams are single age group teams (age pure) designated Division 1. Age groups from Under 9 (U9) through Under 19 (U19) form teams in March and April by league-wide tryouts. Under 9 though Under 14 teams play league games in the Fall; Under 15 to Under 19 teams play a Summer/Winter League season so there is no conflict with high school soccer. Division 1 teams are often called “A” teams. About 10% of SRYSL players are on Division 1 teams.
Most geographic clubs select Division 3 developmental teams via tryouts in May. The District 5 Playing League for Division 3 teams is currently trying age pure teams for some age groups, so teams formed may be age pure as in Division 1 or for two-year age groupings starting with Under 10 and one three-year age group Under 19. Under 16 and 19 teams may play a Summer/Winter League season so there is no conflict with high school soccer. Division 3 teams are often called “B” teams. About 10% of SRYSL players participate in the Division 3 program.
Recreational level teams are designated Division 4. These teams are two-year age groupings (Under
6 through Under 16) plus one three-year age group (Under 19). Formation procedures vary by club, but teams
are formed with the intent of fielding equal strength teams. Separate boys and girls teams are formed in
all age groups except Under 19, where either coed or gender-specific teams are
formed (some clubs also form Under 6 coed teams). Division 4 teams are often called “C” teams. Approximately 80% of SRYSL players are
recreational.
TOPSOCCER is a relatively new program designed for players with special
needs. The program is designed to meet
the needs of children with physical and/or mental disabilities. It is geared toward player development rather
than to competition. Athletes are placed
on teams according to ability NOT by age.

No youth is to participate in team practices or competitions without being registered with their club as required by CYSA. A youth is registered when he or she has completed a CYSA registration form and paid the registration fee or is granted a scholarship. Players attending Division 3 tryouts must be registered for the new season with a club before tryouts. Registered players will be rostered on teams by age. Players in each age Division will not have reached the limiting age before August 1 of each seasonal year. (“Limiting age” is 6 for under 6’s, 12 for under 12’s, etc.)
A player is bound to a team for the seasonal year once officially rostered unless an official transfer or release is obtained and approved. No changes can be made to a team’s roster without approval of the Club and League Registrar.
Forms and Paperwork
CYSA MEMBERSHIP FORM - also known as the medical release form,
1601 or registration form. Parents or a
player that is 18 years of age must sign at the bottom of the form - for player
participation and medical treatment.
Original form with wet ink signature MUST BE WITH TEAM PAPERWORK AT ALL
TIMES. Coach/Manager must carry forms
with them at all team events including games, practices and other team
functions (in case of a medical emergency).
TEAM ROSTER (Goldenrod) - must be with team paperwork (medical release forms) at all times. Do not deface the roster by writing on it. A new team roster will be printed when amendments to the current roster are needed.
CYSA has organized an excellent training program for coaches. The program consists of a series of courses starting with a 3-hour “Pre-F” level and progressing through a 9-hour “F” level, an 18-hour “E” level, a 32-hour “E/D” level, to finally a 36-hour “D” level (higher levels are available nationally). Pre-F, F, and E levels are sponsored locally each year by the clubs using certified CYSA instructors, usually in July and August. Special clinics on goal keeping and other topics are also presented on occasion. Some clubs require completion of at least E level courses for Division 3 coaches. Contact your club coaching coordinator for more information on training opportunities or a list of the dates and times for coaching courses and clinics. The District 5 web site (www.cysadistrictv.com) also lists all clinics scheduled in the district.
Coaches are expected to abide by the “Laws of the Game” as well as CYSA, SRYSL and Club Bylaws, General Procedures, and Specific Rules. In addition to the coaching from the sidelines rule 9:05:05 (see rules section), other expectations on conduct include:
1. Coaching from the sidelines is discouraged. Coaching should be done before and after the game, at half-time, or at practices.
2. Coaches will station themselves and their teams on opposite sides of the field, unless otherwise directed by the referee. The home team has the choice of sides. Coaches must confine their coaching to ten yards either side of the half-way line.
3. The coach will not call out alleged fouls or comment on the infractions of the Laws of the Game, whether real or imagined.
4. Referee decisions are not questionable, either by word or gesture.
5. A coach may only address the referee:
· prior to the start of the game
· to substitute
· to request authorization to enter the field and attend to an injured player
· to reply to the referee, when addressed
6. Coaches are responsible for the behavior and actions of their assistants and spectators. Spectators should be kept back from the sidelines so they do not interfere with the assistant referee. Also, they should not be allowed to “coach” outside of the 10-yard coaching area or place themselves near the goal areas.
7. Alcoholic beverages are forbidden on all fields used by SRYSL. Tobacco use is not allowed on any school field and is discouraged within 25 yards of any CYSA affiliated activity involving youth players.
8.
Coaches are encouraged to hold sufficient
practices to properly train and prepare their level of team. However, they should use common sense and not
schedule so many practices that the lives of participants’ families are
unreasonably disrupted. Division 4 teams
(except U19) may not practice before August 1st. Division 3 teams and Division 4 U19 teams may
not practice until
9. It is required that all practices, games and other soccer functions be attended by a minimum of two unrelated adults over the age of 18. In case of injury or other emergency situations, one adult should be available to remain with the players. Encourage parents to share this responsibility. This practice protects both adults and players.
10.
Lopsided games require sporting behavior. Guidelines for after your team is ahead by
five (5) goals (example, 5-0 or 7-2) are:
a)
Move the
defense forward & put your forwards back as defenders.
b)
Instruct
your players at halftime, if ahead by 5 goals, to only score by an assist.
c)
No
direct shots on goals or breakaways.
d)
Substitute
your best players out more often.
e) Reduce the number of players on the field.
Yellow or red cards received by a coach during the course of the game will be referred to the appropriate Club board for disciplinary action. Persistent infractions of conduct by coaches may result in a suspension. Note that the time before and after a game is included in the “course of the game” and both the authority of the referee and the league’s expectations on coach’s conduct apply during these periods.
Coaches must have with them the original medical release forms for each player at all team functions (no photocopies – all must be “wet ink” signatures). This form is needed to authorize emergency care for an injured player. See inside back cover page for local emergency phone numbers and hospital locations.
Any injury requiring a doctor’s care received during a game or practice session should be recorded by the coach using a CYSA Case Report form. The form can be found in the CYSA Team Manual or is available for download at www.cysanorth.org. Coaches should make several photocopies of the form (front and back) before they fill out their only copy. Please submit the form within two weeks of the injury to the address shown on form. CYSA will send an insurance claim form directly to the injured player. The insurance available through CYSA is supplemental only – meaning it covers only those costs relating to an injury which are not covered by other personal insurance.
Players wearing orthopedic casts, air-splints, or metal splints will not be eligible to participate in any game. Although all these devices may not be dangerous to other players, playing with an injury of this type is dangerous to the injured player due to the risk of a more serious injury. Removing these devices to allow play is not recommended.
Players must wear shin guards at all games and
practices. No Shin Guards = No Play!
Players are not allowed to wear jewelry or other items that are judged
by the referee to be dangerous to any player, including the player wearing the
item. The goalkeeper may wear a visored
hat only if the visor is soft and flexible, again at the discretion of the
referee.
Rain often forces fields to be closed to play. To find out if

2. Call the SRYSL voice messaging system at 544-8369. This option is only for coaches or ONE designated team representative! If everyone uses this line, no one will receive the information in a timely manner.
Weekday closures will be posted by 3:30 PM.
Saturday closures will be posted by 7:30 AM Saturday morning, or sometimes closures will be posted on Friday evening if information is available.
The first Saturday or Sunday home game of the season which is rained out will automatically be re-scheduled to the November rain out date - same fields, same times.
The League owns no fields and has significant control of
only
If your team is listed as home team on the game schedule, responsibilities include:
1. Changing jersey colors if they conflict with the visiting teams (girls’ teams may wish to wear undershirts in case they need to reverse or change jerseys). Both coaches should have a backup goalkeeper jersey in case the goalkeeper conflicts with the other team’s colors.
2. If you have the first game of the day, setting up the nets and corner flags at the field. If you have the last game of the day, taking down and returning nets and corner flags to the proper location. Nets and flags must never be left unattended at fields!
3. Supplying a properly inflated game ball. Visiting teams must also supply a game ball for referee selection.
Both teams must assist the referee in starting the game on time. Games that start more than 10 minutes late may have equal time deducted from each half by the referee.
After the game, each team needs to police their sideline for trash. The League is a guest on all fields and it is very important that teams do not leave uncollected garbage on the fields. It is suggested that each team have at least one parent assigned each game to garbage collection.
The United Club administers the Division 1 program. Players
must be selected by April 30th each year to allow players to attend
Division 3 tryouts if they are not selected for a Division 1 team. Division 1 teams participate in the District 5
Playing League and are therefore subject to the District’s procedures. Each
coach should review and be familiar with the Rules and Regulations of the
Playing League.
Membership passes for each player and coach are required for participation in any game. Each team is required to have at least two coaches who have passes prepared. It is required that the coaches take membership passes, official team roster and medical release forms to all games, including tournaments. Game cards will require a listing of players by name and jersey number. Pre-preparation of this information onto self-sticking, correctly sized forms will save time prior to each game. It is recommended that coaches keep membership passes until the start of the next season, in case their team or one of its players has an unexpected opportunity for post-season tournament play.
Division 1 teams require assistance from the Club and League Registrars for membership passes, rosters, etc. If you need support, please plan at least three weeks for processing of any paperwork prior to need date or tournament entry deadlines. Forms must be properly completed and any fees attached before processing. Registration questions or problems should be addressed to the Club Registrar. Do not call the League Registrar or the District 5 Registrar directly! Other questions or issues concerning District 5 should be addressed through the District V representatives on the League Board. Do not call the District Commissioner directly!
Red Cards. If a player or rostered adult receives a red
card in a game, their membership pass will be retained by the referee and forwarded
to the appropriate authority (District PAD Committee Chairman for Playing
League games, District Commissioner for tournament games). To get the membership pass returned, the
coach must submit a completed Suspension Verification form to the SRYSL Administrative
Assistant which lists the game dates served and is signed by the referee of
each game. A copy of this form is
included at the back of this manual. It
is recommended that coaches carry extra copies of these forms at tournaments. Games
sat out in jamborees, scrimmage games or other unofficial games do not
count as games served during a suspension.
State Cup. State Cup is a post season tournament which determines the CYSA-N champion in each age group except Under 9. Under 14 and younger start play in January. Under 15 and older begin in March. Any team may enter State Cup, regardless of playing league record; however, all teams must have participated in at least a four-team league and played each team at least once prior to the beginning of the competition. Entry fee per team is in the CYSA Team Manual or on the state web site: www.cysanorth.org. Teams entering post-season State Cup competition should carefully review the State Cup Rules and Regulations in the CYSA Team Manual. This competition is extremely strict regarding deadlines and properly completed paperwork!
Recruiting. Recruiting of players outside of the boundaries of SRYSL is prohibited. Recruiting of players from rostered Division 3 or 4 teams within SRYSL to replace lost players or strengthen a team for post-season play is allowed providing the coach of the player’s current team agrees. Do not approach a rostered player until you have first received approval from their coach!
Field Use. Teams practicing on fields other than Trione and Place To Play must contact the United Field Scheduler. Individual teams are not authorized to get field permits for practices or practice games. For team camps, it is the responsibility of the individual presenting the camp to obtain permits, if necessary. Additional procedures exist and should be requested from the United Club.
Each geographic club administers the SRYSL Division 3 Program. Teams are selected in May via tryouts. Tryouts may begin on May 1 and must be completed by May 31st for age groups U19 and younger. Players may register and try out for any club but may not register and try out in two clubs at the same time. Criteria for the number of teams in each age group and player eligibility are determined by each individual club. The League requires that teams be equal in strength if more than one team is formed in an age group. Division 3 training may not start before the completion of the school year for Santa Rosa City Schools.
Division 3 teams participate in the District V Playing
League and are therefore subject to the District’s procedures. Playing divisions are established
geographically within the district depending on the number and distribution of
entrees each year within an age group; therefore, the location of opponents and
the amount of travel required will vary each season. Playing divisions are determined and initial
scheduling is done by the District Division 3 Coordinator. Each
coach should review and be familiar with the Rules and Regulations of the
Playing League, available online at: www.cysadistrictv.com.

seven day waiting period after the paperwork is received by the District
Registrar before the player is eligible for tournament play or league

call the League Registrar or the District V Registrar directly! Other questions or issues concerning
District 5 should be addressed through the Division 3 Coordinator on the League
Board.
Do not call the District Commissioner directly!

Playing Time.
All SRYSL Division 3 teams must play each player at least 1/3 of each
and every game. See Rule 9:05:14. The League Board of Directors strongly
encourages coaches to play Division 3 players a minimum of 1/2 of each game.

Recruiting of players from rostered Division 4 teams within each
club to replace lost players or strengthen a team for post-season play is
allowed providing the coach of the players of the current team agrees. Do not
approach a rostered player until you have first received approval from their
coach! Do not recruit outside club
boundaries.
Tournaments. CYSA tournament schedules are available in late April. During the regular playing season in September, October and November, the last weekend of each month is reserved for tournaments. League games are not normally scheduled on these weekends. You may apply to only one tournament per weekend.
To apply to a tournament:
· Fill out a Tournament Application Form found in the CYSA Team Manual or on the CYSA website: www.cysanorth.org.
· Prepare a check for the entry fee made out to the tournament.
· Teams applying to CYSA sanctioned tournaments will submit their application and fees directly to the tournament.
· A team may apply to another tournament on the same weekend only after being rejected from the tournament to which they originally applied or after withdrawing from the tournament to which they originally applied.
Tournaments can be either “first come, first serve” or “invitational” meaning the tournament committee can decide using other criteria which of the applying teams to invite. Applications cannot be sent before May 1st to any tournament. Division 3 tournaments fill up early, so all tournament applications should be in by the end of May.
Jamborees. Some clubs and leagues host Jamborees, which are like tournaments except that they are not necessarily sanctioned by CYSA. No standings are to be kept. No awards are allowed in Jamborees unless all participants receive one. A nominal fee of approximately $100 may be charged to cover costs. Jamboree games are not official league or tournament games and therefore do not count toward suspensions. Association
Cup. Association Cup is an open
post-season tournament for U12, U14, U16 and U19 age groups for Division
3. This tournament is the State
Championship Tournament for boys’ and girls’ teams. Competition begins in January. Any CYSA registered team that is in good
standing (U12 - U19) may apply to enter the Association Cup. Entry fee is per team and is in the CYSA Team
Manual. All teams and players
participating in the Association Cup must have played solely in Division 3 and
Division 4 competition. No teams or
players will be qualified for Cup play if they have participated in play higher
than the division they are entering in for Association Cup. Teams entering this post-season competition
should carefully review the Association Cup Rules and Regulations in the CYSA
Team Manual. This competition is
extremely strict regarding deadlines and properly completed paperwork! Applications
are due November 1. It is strongly
recommended that they be mailed by Registered Mail, Return Receipt
Requested. Applications will be
available on the CYSA web site as well as in the CYSA Team Manual. Be careful to use the current year form.
Re-scheduling. Games will not be re-scheduled for the convenience of either team. Refer to District 5 guidelines regarding re-scheduling policies.
Each
geographic club forms recreational teams with the intent of forming equal
strength teams. Check with your club to
find their specific team formation procedures. Division 4 practices may not
start before August 1, except U19, which may start following the last school
day of Santa Rosa City Schools.
Membership
Passes.
Membership passes are prepared for the U14, U16 and U19 age
groups. Membership passes for each
player and coach are required for participation in any game. Each team is required to have at least two
adult coaches who have passes prepared.
Photos must be a reasonably current head and shoulders frontal view (no
hats or sunglasses), un-laminated, passport size or smaller (1.00" x
1.50"). Processing and laminating of membership passes requires two weeks after
submission to your club registrar!
The League Registrar must sign passes if the team is playing only within
Standings.
Playing division standings are kept for U10 age groups and
older. Each playing division has a
scorekeeper listed on the game schedule. It is the responsibility of both coaches to
call in the game score within two days of the game.
Standings will be based on a point system: Win = 3 points; Tie = 1 point; Loss = 0 points. The team with the highest point total will be first, the next highest second, and so on. If teams play an unequal number of games due to rain outs, then a point ratio will be determined for each team where, point ratio = total points earned / total number of games played. If the point ratio or two teams is not different by at least 0.10, the teams will be declared tied in the standings. Ties in the standings at the end of a season, which affect the distribution of trophies, will be resolved as follows:
1.
Two
Teams Tied. A playoff game will be
scheduled if time permits before the last play date. If the playoff game is tied at the end of
regulation play, two, 10 minute overtimes will be played. If still tied at the end of overtime, penalty
kicks per FIFA will be used to determine a winner. If no time is available or the playoff game
is rained out, follow the three teams tied procedure.
2.
Three
Teams Tied. No playoff games will be
scheduled. Final standings will be
decided using the following criteria in order:
A.
Red
Cards. The team that received the fewest
red cards during the season has the highest standing.
B.
Head to
Head. The team that beat the other
team(s) during regular season play has the highest standing. Teams must have an equal number of games
against each other.
C.
Goals
Against. Counting all league games, the
team with the least goals scored against it has the highest standing.
D.
Goals
For. Counting all league games, the team
with the most goals scored has the highest standing; however, a maximum of 4
goals per game will be used in determining total goals for each team.
If teams are still tied after applying the above criteria, duplicate awards will be given.
Trophies/Awards. See Rule 9:11 for distribution of trophies/awards by age group and playing division size. Trophies/awards for all age groups will be available one week after completion of league play, which includes the rainout weekend.
Playing Time. All SRYSL Division 4 teams must play each player at least ½ of each and every game. See rule 9:05:14.
Referees. If the assigned referee does not show up for a game, the game should start with a substitute referee agreed upon by both coaches within 10 minutes of the scheduled start time.
Report referee no-shows to your club’s referee
scheduler. Teams may be asked to supply
an assistant referee. Duties will be
assigned by the referee. Referees
assigned to recreational games are often learning to referee, just like the
players are learning to play soccer.
They will make mistakes, just as your players will make mistakes. This will be especially true in the younger
age groups. Please adhere to the coaches
conduct guidelines when dealing with referees and control not only yourself but
parents and spectators on your sideline.
Most clubs have procedures for giving feedback on referees. Please use the procedures instead of hassling
referees at games. Judgment calls by a referee may not be
protested.
Tournaments. Only a few CYSA-sponsored tournaments accept Division 4 teams. Due to their recreational nature, few Division 4 teams attend competitive tournaments. For this reason, league games are scheduled without regard for tournament weekend conflicts. If your team decides to attend a tournament, see rescheduling.
City Cup. To expose recreational players to tournament play, SRYSL sponsors the City Cup tournament each year. The tournament is open to all Division 4 SRYSL teams, U10 and older. The normally scheduled date is a weekend in October. Other league games are not scheduled on this weekend. Each team plays two games on Saturday and at least one game on Sunday. The top four teams in each age group play a second game on Sunday to determine a tournament Champion (larger age groups may have two separate flights). Trophies or medals are awarded to the top four teams in each playing group as well as to the team which exhibits the best sportsmanship. Entree fees vary each year with the entry deadline in mid-September. Participation is optional. Watch for tournament details distributed in August. Founders’ Cup. An open post-season tournament determines
the CYSA-N champion in the U12, U14, U16 and U19 age groups for Division
4. Competition begins in December, with
January alternate (rain out) dates. Any
team (U12 - U19) may apply to go to Founders’ Cup. The fee per team is in the CYSA Team
Manual. Teams entering this post-season
competition should carefully review the Founders’ Cup Rules and Regulations in
the CYSA Team Manual. This competition
is extremely strict regarding deadlines and properly completed paperwork! Applications are due November 1 for younger
age groups and February 1 for olders. It
is strongly recommended that they be mailed by Registered Mail, Return Receipt
Requested. Applications will be
available on the CYSA web site as well as in the CYSA Team Manual. Be careful to use the current year form.
Scheduling and Re-scheduling. The League Scheduler determines all Division 4 team flights. Teams are combined into practical playing divisions consisting of at least four and no more than twelve teams. In general, clubs with shared boundaries are grouped together. Some clubs have sufficient teams in the younger age groups to play completely within their club.
Due to the large number of recreational teams and the
limited field space available, re-scheduling is very difficult. Therefore, re-scheduling is allowed only for
rainouts, soccer tournaments, schedule errors and games called by referees due
to hazardous conditions. Coaches may not re-schedule their own
games. Only games that are officially
canceled by the league may be re-scheduled.
To re-schedule a game:
1. If you are the Home Team for the game in question, contact your club scheduler to let him/her know that the game was not played, and the reason. Some clubs prefer that you go through your age group coordinator.
2. If re-scheduling is approved, the scheduler will notify you of the re-scheduled game time, date and location.
3. Confirm the new game time, date and location with your opponent.
4.
The club scheduler will contact the referee coordinator
to re-schedule referees.
Note that a player
may play in only one game per day, excluding tournaments and original league
scheduled games, if any. Except for
total Saturday rainouts, the home team may forfeit games that have not been
re-scheduled within two weeks of the original schedule date.
Special Rules for Division 4
U19, U10, U8 and U6 Teams. The Under 10, Under 8 and Under
6 age groups are intended to be highly recreational. Many special rules apply to these age
groups. Clubs are free to adjust rules
in the U8 and U6 age groups as they judge desirable. Check with your club, but most clubs play
using the following rules.

I. Only gross offsides will be penalized, based on the referee’s judgement.
J. Fields should be about 40 x 60 yards with only a penalty area – no goal area.
K. No slide tackling is allowed.
L. The six (6) seconds goalkeeper rule will not be enforced, but explained.
M. Teams will be asked to provide one assistant referee for each game.
N. No standings will be kept.
Small-Sided Team Option (differences to above rules):
O. Each team will have no more than fifteen (15) and no less than twelve (12) players.
P. Fields should be about 40-50 yards in length and 20-35 yards wide, with 6 foot high x 12 foot wide portable goal posts.
Q. Two small-sided fields, side by side, with coaches and player area between fields (approximate size to be 10 yards wide – 5 yards each side of center line), and spectator area outside outer touchlines.
R. Home and Visiting teams each form two five (5) player teams (one per field) to play simultaneously 5v5 (4 field players plus 1 goalkeeper).
S. Volunteer parent referees.
Under 10 Division
4 Teams:
A. Play and fun should be encouraged.
B. No team will have more than thirteen (13) players except with League approval.
C. Teams will play eight (8) players on the field, including a goalkeeper.
D. Fields should be about 50 x 80 yards, 6 x 15 yard goal area, with 7 foot x 18 foot goal posts.

F. All FIFA, CYSA and SRYSL rules stand except as modified above.
USYS, CYSA, District 5, SRYSL and the clubs all have rules. The relevant USYS rules have been incorporated into CYSA rules, so it is unnecessary for coaches to review USYS rules.
Each season CYSA publishes a Team Manual which is available on the CYSA web site: www.cysanorth.org and some are distributed to coaches. This manual contains a broad range of valuable information in addition to rules and should be reviewed by coaches before starting the season. All regular season, post-season and tournament play is under the jurisdiction of CYSA. District 5 publishes on their web site a set of rules each year for the District 5 Playing League. Article 2. Membership
2:01 Boundaries
2:01:01. The geographical boundaries of the League shall
coincide with the combined boundaries of the area from which all high schools
under the jurisdiction of the Santa Rosa School Districts draw their student
population. Youths who permanently
reside within these boundaries are eligible for general membership.
2:02 Membership
Classes
2:02:02. General membership shall consist of all youths officially registered with the League and their parents or guardians.
2:02:03. Voting members shall consist of the Board of
Directors of the League, the Board of Directors of each Club, and rostered head
coaches of club teams.
2:04 Membership
Responsibilities
2:04:01. All members shall abide by the Bylaws and General Procedures of this League and all applicable rules and regulations of the associations with which the League is affiliated.
2:04:03. No member shall engage the services of any
lawyer or attorney until all avenues of approach of protest and appeals
procedures are exhausted through the regular channels of the League, CYSA,
USYSA and USSF.
2:05 Termination
of Membership
2:05:01. A voting or general member may be terminated on the occurrence of any of the following events:
A. Resignation.
B. Expiration of the period of membership, unless renewed on the terms fixed by the Board.
C. Failure to satisfy or maintain membership responsibilities.
D.
Determination by the Board of Directors that the
member failed in a material and serious degree to observe the rules and conduct
of the League or has engaged in conduct materially and seriously prejudicial to
the purposes and interests of the League.

9:01 Authorities
and Responsibilities
9:01:01. The rules contained herein shall govern members of the League in all cases to which they are applicable and in which they are not inconsistent with the Bylaws of the League. All competition shall be governed by the procedures stated herein unless the rules of a specific competition determine otherwise.
9:01:02. Clubs may deem fit to include rules and regulations more stringent than those included herein, but in no case may rules and regulations be less stringent.
9:01:03C. Each club shall be responsible for the conduct
of its coaches, managers, players, and club members. It is the responsibility of each team to
ensure that its actions on or off the field do not bring disrespect upon their
club or the League. Each team shall also
see that their fans behave in a proper and respectful manner.
9:03 Registration
9:03:17C. Players may register with any club. Once officially registered, the player is bound to that club for the playing season unless a transfer is approved.
9:03:18L. Any teams formed for play outside the regular
season of September through November must use officially registered players
only. Teams playing with unregistered
players will not be considered affiliated with the League.
9:04 Team
Formation Procedures
9:04:01L. The League shall establish consistent criteria in terms of age, sex, and number of players.
9:04:02C. For geographic clubs, unless otherwise sanctioned by the League BOD, play shall be divided among teams of equal age grouping as follows, and all competition will adhere to these age divisions. Division 4: Under 19, Under 16, Under 14, Under 12, Under 10, Under 8, Under 6. Division 3: Age classifications may be either the same as Division 4 or age pure (i.e., single year as in 9:04:03C Division 1). Calendar dates defining the age groupings will be the same as those defined annually by CYSA.
9:04:03C. For Division 1 teams, unless otherwise sanctioned by the League BOD, play shall be divided among teams of equal age groupings as follows, and all competition will adhere to these age classifications. Under 19, Under 18, Under 17, Under 16, Under 15, Under 14, Under 13, Under 12, Under 11, Under 10, Under 9. Calendar dates defining the age groupings will be the same as those defined annually by CYSA.
9:04:04C. Division 1 competitive teams will be selected via league-wide tryouts and team selection will be complete by April 30th.
9:04:05C. Division 3 developmental teams will be selected via geographic club-wide tryouts. Tryouts may not begin before May 1 for age groups U16 and younger. Team selection must be complete by May 31st for age groups U16 and younger. If more than one team is formed per age group, the coaches will alternately select players to form teams of relatively equal strength. Players may not try out in two clubs at the same time. If a league-wide registration day should be scheduled after May 1st, clubs shall have at least one additional tryout for all age groups after the May league-wide registration day.
9:04:06C. Division 4 recreational teams will be formed with the goal of equal strength teams. Team formation will be complete by the league scheduling meeting.
9:05 Rules of Play
9:05:01. The Rules of Play shall be the “Laws of the Game,” as published by the Federation Internationale de Football Association (FIFA), with those modifications stated herein. All contests sanctioned by this League shall abide by the “Laws of the Game,” and the modifications as published by the League in “Rules and Guidelines for Coaches.”
9:05:02. All league and tournament games shall be played under the Rules and Regulations of the League as amended each year.
9:05:03. Players wearing orthopedic casts, air-splits or metal pins shall not be eligible to participate in any game.
9:05:04. Charging the goalkeeper shall not be permitted at any time when he/she is within his/her own penalty area. The penalty for charging the goalkeeper shall be a caution (yellow card) and an indirect free kick from the point of the foul, unless the goalkeeper had control of the ball at the time of the charge. If the goalkeeper was in control of the ball, the penalty shall be a caution (yellow card) only.
9:05:05 Coaches, assistant coaches and team managers shall abide by the following:
A. Coaching from the sidelines (giving directions to one’s own team on points of strategy and position – is not recommended but is permitted provided no mechanical devices are used and the tone of voice is informative and not a harangue.
B. Coaches, assistant coaches and any other person that may be coaching will station themselves on the opposite sides of the field and will confine their coaching to ten yards either side of the half-way line.
C. A coach will not call out alleged or otherwise indulge in a running commentary of infractions of the “Laws of the Game.”
D. A coach will not dispute or question the calls or decisions of the referees.
E. A coach may address the referee only: prior to the start of the game, when making substitutions, to draw attention to an injured player and when addressed by the referee.
F. A coach or player shall not enter the field of play except prior to the start of the game, at half time and at the end of the game or to aid an injured from either team (after receiving the referee’s permission) or whenever beckoned onto the field by the referee.
G. Coaches shall not provoke, intimidate or enter into a dispute with coaches, players or fans of the opposing team.
H. If a coach violates any of the above paragraphs, the referee shall be obligated to give the coach a verbal warning and/or order the coach off the field, the referee shall make a report to the appropriate SRYSL Referee Coordinator and SRYSL PAD Committee.
I. A coach who is reported (“sent-off”) for a second time shall be suspended for the remainder of the season by the SRYSL PAD Committee.
J. Fans and spectators should be removed a safe distance away from the touchlines to provide the necessary space for safe play. Violations of Paragraph A through F by a team’s substitutes or fans shall be deemed as committed by the respective coach, if in the opinion of the referee, the coach makes little or no attempt to control the situation.
K. If a coach is sent-off the field of play, he/she must leave the playing area or the game will not continue. The coach may not return to any sanctioned match for his/her team until after his/her hearing and any suspensions has been served.
9:05:06C. Where colors of uniforms are similar, the home team must effect a change to colors which are distinct from those of the opponent. Goalkeeper colors must be distinct from either team and either team must be ready to effect a change if requested by the referee.
9:05:07C. The home team shall be responsible for the condition of the grounds, the proper field markings and proper equipment. Nets, corner flags, or cones are expected for each game. However, games may be played even if the home coach has been unable to locate the nets and/or flags/cones. It is the responsibility of both teams to provide a game ball for referee selection.
9:05:08. Players may be substituted only during stoppage of the game. The number of substitutions shall be unlimited unless a competition superseding the jurisdiction of this League specifically determines otherwise. A substitute shall not enter the field of play until given a signal by the referee. Substitutions may be made at the following times:
A. Prior to a throw-in, in your favor.
B. Prior to a goal kick, by either team.
C. After a goal by either team.
D. After an injury on either team, when the referee stops play.
E. At half time.
A player cautioned by the referee must be replaced by a substitute at the time of the caution.
9:05:09C. The referee shall require that both teams enter all the appropriate information on a CYSA Game and Referee Report Form prior to the start of a game.
A. For Division 1 or 3 competition and the U14, U16 and U19 age groups for Division 4 competition, the referee shall verify the identity of the player with his/her membership pass. The referee shall collect the passes of those players and coaches who are participating in the game. The referee must allow no player into the game without a membership pass. Division 1 or 3 teams must list players’ names and numbers on the Game and Referee Report Form. The referee shall also require that the coach or manager of each team sign the Game and Referee Report Form to verify that the information entered on the form is correct.
B. Upon completion of the game, the referee shall check the Game and Referee Report Form for accuracy before signing and deliver it to the proper authority within forty-eight (48) hours, holidays excluded. The membership pass of any ejected player and a supplementary 24-Hour Ejection Report should be included, if applicable.
C. Prior to the game, the referee shall make sure that each player’s equipment is in proper order.
D. A Game and Referee Report Form must be filed for every game.
E. In the event of a forfeited game, the winning team must submit a Game and Referee Report Form made out listing the players for their team; it must be noted on the card “Forfeit” and submitted to the proper authority within the stipulated time (see “B” above). A postmark dated within the stipulated time will be deemed as proper compliance with this regulation.
9:05:10C. The winning team is responsible for calling the proper authority in charge of the competition within 2 days of the game, to notify him/her of the outcome. Both teams shall call in the case of a tie.
9:05:11C. In the event both teams do not show up for a scheduled game, and the referee rules the ground playable, then both teams shall be assessed with a loss.
9:05:12C. Forfeit of a game by a score of 1-0 shall occur as a result of:
A.
A team
delaying the start of a scheduled game more than fifteen (15) minutes without
the sanction of the proper authority.
B.
An
ineligible participant (usually a player or coach without proper registration,
a player or coach under suspension, or a player without a legal transfer).
C.
A team unable to field the minimum number of
players to start fifteen (15) minutes after the game’s scheduled start time, or
after play has begun, through injury, ejection, or other cause.
9:05:13. The referee’s judgment with regard to the physical condition of the field and its acceptance for play, the actual happenings and occurrences related to the conduct of the game, and those prerogatives granted the referee by the “Laws of the Game,” shall not be challenged.
9:05:14. All SRYSL Division 3 players must play one-third (1/3) of each and every game and Division 4 players must play one-half (½) of each and every game. Teams violating this requirement shall be subject to disciplinary action which may include forfeiture of the game. Any exception (discipline, injury, or lack of fitness) to this rule requires notification of the referee prior to the start of the game, unless the injury occurred during the game. Note: Due to the nature of the game, every player may not be able to play exactly 1/3 or ½ of each game. Every coach, however, MUST make an honest attempt to comply with this requirement.
9:05:15C. Clubs may adopt special rules for the Under 6, Under 8, and Under 10 age groups. Clubs participating in inter-club play at this age level must coordinate and agree on playing rules.
9:05:16C. Players may not wear bandanas other than for medical
reasons.
9:06 Game Times,

9:06:02C. No tie breakers will be used unless otherwise specified by the rules of a specific competition.
9:07 Send Off and
Caution Procedures
9:07:01. Send Off. If a player or coach is sent off, then the referee shall deliver the player card (if applicable) and a completed Send Off Report within 24 hours to the proper authority as follows:
Intra-club games - Club Referee Coordinator
Inter-club games - League Referee Coordinator (League PAD Committee)
District 5 Playing League games - District 5 PAD Committee Chairperson
The player or coach involved is ineligible to attend league or tournament games until disciplinary action has been completed and the player card is returned.
9:07:02C. Cautions. Any coach receiving a caution during a game may be observed on two future dates by no fewer than two club board members to evaluate his/her behavior. If judged to be in violation of the general procedures or rules of the game, he/she will be asked to explain his/her conduct to the board and be subject to possible disciplinary action.
9:07:03. Coaches should be shown a yellow card if formally cautioned.
9:08 Scheduling
9:08:05C. Division 4 practices shall not start before August 1st for U6 through U16 teams. U19 Division 4 practices and Division 3 practices shall not start before the completion of the school year for Santa Rosa City Schools.
9:10 Fields
9:10:04C. Clubs shall be responsible for field layout and marking for each field within their boundaries. Nominal dimensions (in yards) by age group are:

9:10:05L. The decision to close fields in bad weather shall be made by the owners of the fields, in collaboration with the Fields Coordinator and/or the President. Other individuals may be assigned by the League to be responsible for specific fields. Of course, the referee on the field may suspend a game if warranted by weather conditions.
9:10:06 A team training on or playing on a clearly wet or posted closed field is subject to a fine of $100. The team will forfeit all games until the fine is paid.
9:11 Trophies
9:11:01L. Participation trophies for all Under 6 and Under 8 players shall be purchased and provided by the League. Trophies will be distributed by age group coordinators to the teams.
9:11:02L. Trophies for all Division 4 playing divisions (Under 10 and older) shall be purchased and provided by the League. Teams receiving trophies shall be as follows:

9:13 Local
Tournaments
9:13:05. Informal tournaments or “Jamborees” may be held if approved two weeks in advance by the District V Commissioner and the League President. Jamborees may not keep standings, distribute awards nor charge an entry fee, although teams may be asked to contribute a nominal amount to cover expenses incurred.
9:14 Recruitment
9:14:02C. Team representatives are not to recruit players who do not reside within their club or league boundaries. “Recruitment” means asking players to attend a tryout or implying likely acceptance as a team member.
9:14:03C. Team representatives are not to recruit players who have been rostered on another team.
9:19 Protest and Appeals
9:19:01. Only violations of the Bylaws and General Procedures of the League, misapplication of the “Laws of the Game,” or violation of club rules and regulations – provided the latter are within the framework of the Bylaws, General Procedures and Specific Rules of SRYSL – shall be proper subjects to be considered for action. Judgment calls by referees during a game cannot be protested.
9:19:02C. In all Club matters, the BOD within each Club shall provide procedures for protests and the hearing of an appeal. Not until that procedure has been completed and an adverse decision rendered on the matter in question, will it be forwarded to the League. Upon rendering a decision, the Club shall forward a copy of its evidence, findings and decision to the Administrative Assistant of the League for future reference. All pertinent information must be forwarded within fourteen (14) days of the Club’s decision.
9:19:03L. Should the matter being protested involve teams engaged in inter-club play, the initial protest must be tendered directly to the League Administrative Assistant.
9:19:04. Protests or appeals are to be in writing and delivered to the League and Club within five (5) calendar days (Sundays and holidays excluded) following the date of the Club decision on the matter under protest or appeal. The proper fee must be enclosed.
9:19:05L. The fee for submitting an item for Protest or Appeals Committee review is $50.00. This fee will be returned if the protest or appeal is upheld. It will be retained if the protest or appeal is denied, unless the decision of the Committee is overruled by a higher authority.
9:19:06L. The Protest and Appeals Committee of the League will notify both sides of the protest or appeal and invite both parties to attend the hearing. The parties involved shall have the opportunity to present their case. The committee will consider all pertinent information and render a decision. The decision of the Protest and Appeals Committee will be conveyed in writing to both parties involved and to the Club and League Board of Directors.
9:19:07L. Any decision rendered by the Protest and Appeals Committee of the League may be appealed to the full BOD. Such appeal must be postmarked within forty-eight (48) hours of receipt of the Protest and Appeals Committee decision being appealed. The League Administrative Assistant shall set a date for the hearing of the appeal to the BOD. This date shall be within thirty-one (31) days of the date of the decision rendered by the Protest and Appeals committee.
9:19:08L. At the BOD’s hearing, the Chairman of the Protest and Appeals Committee shall present the findings of the Committee to the BOD. The parties involved shall have the opportunity to present their case. The decision of the BOD shall be conveyed by the League Administrative Assistant in writing within seven (7) days of the decision.
9:19:09. Upon receipt of any adverse decision, appeal may be made to the next higher authority.
9:20 Controlled Substance Prohibition
9:20:01C. The use and/or consumption of any alcoholic beverages or other controlled substance, immediately before, during or immediately after the playing of any youth soccer game, is expressly prohibited.
9:20:02C. Any player, team official, club official or any other member of the club who violates this prohibition shall be subject to disciplinary action and/or suspension by the BOD.
9:21 Team Travel/Hosting Procedures
9:21:01. Except for State Cup Tournaments, teams playing games (hosting or traveling to) with non-District 5 teams must notify the District Commissioner and receive authorization to play at least one week prior to the game.(This requirement applies to exhibition and/or practice games.)
9:21:02. Any team

SRYSL is expected to be considerate of neighbors living near all fields, we must
be especially aware of the Place to Play neighborhood. One rule established by the City of Santa
Rosa as part of our user permit is as follows:
“Artificial noisemakers, i.e., PA systems, air horns, cowbells, drums,
etc., will not be allowed any time or anywhere at A Place to Play.” Please make your team and spectators aware of
this noise sensitivity. Please respect
play/practice time guidelines and do not begin early. Thanks!
