Playing League Policies
Policy: RECRUITMENT OF
NON-HOME LEAGUE PLAYERS
Effective Date: 03/03/99
No adult affiliated with a program
(administrator, coach, parent or booster) shall actively recruit players from another
league for participation in their program. No adult affiliated with a program shall
encourage players within their program to actively recruit players from another league.
Recruitment shall be defined as:
Making first contact with a
player or parent from another league to discuss their program.
Discussing their program with a
player or parent from another league (after being contacted first) without notifying the
parents of the District V policies and providing information regarding the appropriate
league program in their "home" area.
Using current players to persuade
players from other leagues to transfer.
Providing incentives to players such
as reductions in fees, trips, uniforms and other equipment.
Using a position of authority to
persuade or coerce a player to transfer. This may include adults involved with the
District ODP program, adults involved with clinics and soccer schools, adults involved
with High School programs or other non affiliated programs such as indoor soccer.
Violation of the recruiting
prohibition shall be sanctioned as follows:
Minor violations include 1 - 3 as
stated above. The first violation shall result in a letter of reprimand for the
person(s) involved and an official warning to the League. A second violation shall
result in probation for the person(s) involved for a period of one year. A third
violation shall result in suspension for one year of the person(s) involved and the team
involved shall be placed on probation for one year. The League shall be sanctioned
as necessary to assure further compliance. Players being recruited may be
deemed ineligible for transfer to the recruiting team by the District V Playing League.
Minor violations shall be deemed cumulative for the League. Continued
violations by any team and its members shall result in the League being placed on
probation or in bad standing.
Violations of 4 and 5 shall be
deemed major violations and shall result in the immediate suspension of the adult involved
for a period of one (1) year. Additionally, the team involved shall be placed on
immediate probation for one (1) year. Further violations involving the team or those
associated with the team (including minor violations) shall be cause for placing the team
in bad standing. Leagues whose membership has been found guilty of a major violation
shall be placed on immediate probation for a period of one (1) year. Additional
major violations shall be cause for placing the league and its teams in bad standing.
Violations shall be considered as
valid with confirming proof including additional witnesses to the alleged violation.
No written documentation shall be required. The appropriate District V PAD
shall adjudicate such violations. Due process as per PAD procedures shall be in
force. Alleged violations should be reported in writing to the League as well as to
the appropriate District V Board.
Each alleged violation shall be
reviewed and shall be passed along to the appropriate District V PAD for investigation and
adjudication.
Respective leagues shall be
responsible for the actions of their competitive programs. All violations shall be
reported to the District V Board of Directors for further action including sanctions
against the responsible leagues.
